What's the best chassis I can buy?

There are a lot of good choices. My personal favorite is the SKM now the Intrepid but I also like the CRG, Kart Mini and Tony Kart. Try to buy the newest chassis you can afford. Check the underneath to make sure the previous owner didn't make a habit of running over curbs.
