Subject: TAX REBATE



Explanation of Tax Rebate Program as debated in Congress --I thought this was a great explanation of the tax rebate program now being "explained " to taxpayers and non taxpayers in a government mail- out.

If you don't understand the tax refunds, this will help explain it:

50,000 people went to a baseball game, but the game was rained out. Instead of the usual rain checks, it was decided a refund would be paid.

The team was about to issue refunds when a group of Congressmen stopped them and suggested that they make the ticket refunds based on congress' interpretation of fairness.

Originally the refunds were to be paid based on the price each person had paid for the tickets. Unfortunately that meant most of the refund money would be going to the ticket holders that had purchased the most expensive tickets. This, according to congress is totally unfair. A decision was then made to pay out the refunds in this manner:

People in the $10 seats will get back $15. After all, they have less money to spend on tickets to begin with. Call it an 'Earned Income Ticket Credit.' Persons 'earn' it by having few skills, poor work habits, and low ambition, thus keeping them at entry-level wages.

People in the $25 seats will get back $25, because it 'seems fair.'

People in the $50 seats will get back $1, because they obviously make a lot of money and don't need a refund. In fact, if they can afford a $50 ticket, they must not be paying enough taxes.

People in the $75 luxury box seats will each have to pay an additional $25 because it's the 'right thing to do'.

People standing outside the stadium that couldn't afford to buy a ticket for the game each will get a $10 "refund," even though they didn't pay for a ticket. They need the most help. Sometimes this is known as "Affirmative Action." At other times it is called giving away money earlier collected from the public to unqualified strangers for no quantifiable public purpose.

Subject: Logic and rationality says: “Rat em out.”



In the Chicago area 20 school aged youth have been shot this year. Some of the killing seems gang related activity.



For legislative bodies it is quite easy to pass a new ordinance, or law against guns. With puffed up chests politicians and religious leaders then tell the populace, “Look what we (I) have done for you; a tougher law against the thugs that sell, or use guns. Anyone who reads Newspapers, Magazines, listens to Radio, or watches TV knows the babble; the public doesn't need so many guns, Guns are too easy to get, there are illicit gun sales, greedy gun manufacturers, greedy gun shops, et al.” The real answer seems these folk chanting against guns have no idea of what concrete action to take so they use empty words and unenforceable law replace real action. Posturing becomes their reality. Its like a weird takeoff on “Build it and they will come.” It has been a failed program for over 200 years.



Gun law has never worked in the USA, except for a few short time cases of town run by a Marshal like Wild Bill Hickock who was probably worst than the problem, and these laws didn't work at all after that era. In modern times ministers like Catholic Father Flieger and numerous Protestant black ministers have tried this failing effort of banning guns for in the affected neighborhoods, which tend to be economically blighted with a relatively low educational level, and under supervised children. In the early days of the 20th century these neighborhoods were Irish, then Italian and Jewish. Today they are mostly black. Everyone should learn from those past failures. Concentrate more on education, sports and neighborhood youth centers. Start with preschool age and through out the school systems teach love and support of the whole neighborhood as opposed to only their immediate family and friends. Teach it is OK to rat out those who carry guns and threaten the neighborhood. Make youth understand it is heroic to “Rat out” gang members and bad guys.



Teach the young to handle weapons under supervision. Give the best marksmen awards. Teach them to shoot. Get the NRA to volunteer to help with money, guns and instructors. Father Flieger should learn to shoot, join the NRA and become an instructor of youth in handling guns safely. This would be cheaper than jails, would help in motivating youth, and be more effective than trying to eliminate guns. Of course none of this will occur, it is to simple an answer. Posturing and empty words will prevail and endure forever.



In industry it is gospel that you cannot inspect quality into a product. Quality must be built in. Inspection is a fail-safe, or double check feature. You cannot police safety into a neighborhood. Safety must come from the people. It rises from the bottom up. Police should be only a monitor and a fall back feature.
