Does anyone have any knowledge of any sort of series or class of kart that uses Electric power? I feel like having a spec series with a motor and battery set may be easier to enforce than one with a conventional gasoline motor. Also, I think it would cut down on time spent tuning the gasoline motor to work the best depending on the type of track, weather, etc. Additionally it maybe cheaper to use in the long run as you do not need to buy racing fuel to use it and I think that the juice coming out a normal electrical socket might be cheaper. Feel free to discuss and shoot me down if I am totally wrong.
